Experts blast US oversight of Texas fertilizer plant

The massive explosion at a Texas fertilizer plant in April should have been avoided and has exposed key gaps in regulations and guidance that are needed to ensure that such facilities safely store hazardous chemicals, chemical safety experts told a Senate committee last week. The witnesses at the hearing faulted both the US EPA and the US Occupational Safety & Health Administration (OSHA) for lax oversight of the plant, urging lawmakers to pressurize the agencies to tighten regulations on similar facilities across the nation. The incident is “a tragedy of the kind that should be prevented”, said Dr Rafael Moure-Eraso, chair of the US Chemical Safety Board (CSB).
