Deal reached on EU CAP
Representatives of the European Commission, EU member states and the European Parliament have finally reached a deal on the revision of the EU Common Agricultural Policy (CAP), which will run from 2014. The agreement includes arrangements for new “greening” measures that make some farming subsidies conditional on certain environmental practices. The start date for the greening component has already been postponed until 2015 (Agrow No 663, p 14). It is the first time that the Parliament has been involved in drafting the CAP text, which has led to prolonged debate between the three groups, primarily over budgetary issues.
