Brazil decree empowers Ministry to declare emergency
The Brazilian Ministry of Agriculture has been granted special autonomous powers to permit the use of pesticides that do not cause grave damage to the environment. The country's President, Dilma Rousseff, has signed a decree authorising the Ministry to declare a state of plant or animal health emergency on identification of risks to agricultural produce. The powers will potentially lead to the fast-tracking of pesticide registrations to deal with such emergencies. The decree was issued in the official gazette on October 29th.
