ECHA surveys formulators' compliance with EU law
The European Chemicals Agency (ECHA) has highlighted levels of non-compliance with EU chemicals legislation by downstream users, following a survey that focused on formulators of mixtures. Of 1,181 companies, 67% did not comply with one or more provisions of the EU Registration, Evaluation and Authorisation of Chemicals (REACH) Regulation, which includes agrochemical intermediates, or the EU classification, labelling and packaging Regulation, which includes agrochemical products. The majority of the companies were small or medium sized, and more than half were also active as manufacturers, importers or distributors. Non-compliance was most commonly related to contraventions of registration or notification requirements, failure to keep information, and having deficient risk management measures. Last year, a similar ECHA exercise highlighted compliance concerns over REACH registration dossiers for intermediates (Agrow No 651, p 8).
