EU promises review of CAP greening

The European Commission has been forced to issue a promise that it will review rules on the “greening” component of the new EU Common Agricultural Policy (CAP) after the first year of application. The declaration was issued after members of the European Parliament threatened to block the adoption of legislative acts laying down rules for the implementation of the new CAP. The basic rules for CAP greening, which links farm subsidy payments to environmental practices, were agreed in July 2013 and are due to start in 2015 (Agrow No 668, p 10). However, subsequent discussions over detailed implementation rules have been difficult, particularly over the use of pesticides in “ecologically focused areas” (EFAs).
