EU CAP greening details issued
The European Commission has issued detailed rules for the implementation of new EU “greening” measures that require farmers to adopt environmental practices in return for subsidies. The rules were cleared by EU Ministers and the European Parliament in May (Agrow No 687, p 15) and are due to start in 2015 as part of the revision of the EU Common Agricultural Policy (CAP). During negotiations on the measures, the Commission stepped back from initial plans to ban pesticide use in “ecologically focused areas” (EFAs), and instead has allowed member states to establish their own requirements regarding production methods and pesticide use in EFAs (Agrow No 686, p 8). The latest rules mean that member states now have all the detailed elements they require in order to decide how to fully implement the greening measures, the Commission says.
