EU confirms non-approval of two ais
The European Commission has formally confirmed decisions not to grant re-registration to the herbicide, propanil, and the plant growth regulator, 2-naphthyloxyacetic acid. Both active ingredients had been resubmitted after a similar decision resulted in their phase-out in 2010 ( Agrow No 626, p 8). New data submitted in each case resolved certain issues, but the evaluation identified other concerns, the Commission says. For propanil, these included: missing data on the toxicity of a metabolite; some trials had not been conducted according to critical good agricultural practices; a high risk to birds and mammals; and it was neither possible to exclude a high risk to aquatic organisms and non-target arthropods, nor the potential for long-range transport through the atmosphere. For 2-naphthyloxyacetic acid, data were missing on livestock exposure, plant metabolism, residue trials, processing studies, plant residue definition, and the risk to bees, earthworms and soil macro-organisms.
