EU defends CAP "greening" plans

EU Agriculture Commissioner Dacian Ciolos has defended “greening” measures proposed for the reform of the EU Common Agricultural Policy (CAP), amid criticism that they would reduce food production in the region. At a meeting in November, farmers’ groups and some members of the European Parliament raised concerns over the plan to require farmers to keep at least 7% of their agricultural land as an “ecological focus area” ( Agrow No 627, p 15). However, Mr Ciolos denied that this amounted to a return of set-aside or that it would result in 7% less productive land.
