EU patent stumbles again

Progress on creating an EU-wide patent system has been interrupted again amid criticisms of last-minute changes to previously agreed proposals. At the end of June, the European Council, comprising heads of state and governments, was hailing a breakthrough in reaching agreement on the final outstanding issue of the location for the new Unified Patent Court (UPC). However, within a matter of days, both the European Commission and the European Parliament had postponed signing off the agreement, in an irritated response to Council moves to reduce the power of the European Court of Justice (ECJ) in patent disputes.
