House panel, pesticide users warn of regulatory creep from NPDES permit

The new Clean Water Act permit for aquatic pesticide discharges is onerous, unnecessary and could expose farmers and ranchers to litigation from citizens across the nation, a panel of farmers and pesticide applicators told a House Small Business Subcommittee on Thursday. The witnesses blasted EPA for issuing the National Pollutant Discharge Elimination System (NPDES) permit and suggested the agency has left some requirements vague and confusing in a bid to ultimately expand the scope of the permit program.
