DHS communication breakdown on CFATS personnel surety program draws complaints on the Hill

The Department of Homeland Security has completed 59 of the 95 items on an "action plan" aimed at reforming the department's Chemical Facility Anti-Terrorism Standards (CFATS) program, a DHS official testified today at a House hearing, but it was the failure to pre-notify Congress that DHS was withdrawing a controversial vetting program for personnel working at chemical facilities that drew the ire of legislators on both sides of the aisle.
