State preemption debate continues, DHS leaves stakeholders in limbo over chemical security rules

As the chemical industry prepares for implementation of federal chemical security regulations, Democrats in Congress continue to press on the issue of state preemption. The latest twist in the long-running saga centers on the House version of the fiscal year 2008 Homeland Security appropriations bill. Approved last week by the House Appropriations Committee, the $36.3 billion spending bill contains a provision allowing states to enact stricter chemical security rules.
