FSMA proposal focuses on practices for all produce, not just high-risk

The new FDA Food Safety Modernization Act produce safety regulations, released last week by FDA, don't prescribe special rules for high-risk commodities, an option that could have lowered the cost of the rule. Instead, the 547-page proposal assumes the likelihood that any kind of produce could be tainted as a result of risky growing practices, while focusing solely on microbiological hazards from raw commodities, not chemical or other threats.
